How would I enable and disable scripts ?

What happened was is that one host disable a php script due to to many people sending messages. So I moved it to a dedicated server and they wont tell me how to enable it. I looked in account functions.. Any pointers would greatly be appreciated.

    Thanks

I think it should be something like chmod 0755 /home/public_html/index.php ??? can anyone confirm on this?

Or maybe a better way of putting it. Say if someone has a script running and there is a high load? like in public_html there is a file called bob.php that has a high load. what command would I type to turn it off or on?
