enbale mb_convert_encoding & mb_substr?

    I would like to enable mb_convert_encoding & mb_substr in one of my clients server having cPanel installed. I tried to enable mbstring through easyapache however it doesn't show above modules. Is there anything am I missing?

    root@ [/]# grep mbstring /usr/local/lib/php.ini
    ;mbstring.language = Japanese
    ;mbstring.internal_encoding = EUC-JP
    ;mbstring.http_input = auto
    ;mbstring.http_output = SJIS
