Unless you are the cPanel license holder, it is doubtful that cPanel will be able to help you directly.

You should probably start by contacting the support system from your web-host. In the event that you ARE the web hosting company, you should be able to open a support ticket by logging into your account at https://tickets.cpanel.net

I do agree with @rpvw if you do not have root access to the server, you'll need to contact your provider.

If you do have root access, this issue is in many cases indicative of an ownership/permissions issue. What is the output of the following:
