cpanel / webmail error "server too busy to handle your request"

Does anyone have a cause and/or solution for this issue?

Ever since upgrading to cPanel 11, the webmail and cpanel have periodically (anywhere from a few hours to a few days) freeze up... The regular web server, POP, and SMTP seem fine, but anyone logging into cpanel or webmail gets the message

"The server is too busy to handle your request..."

Restarting cpanel fixes it, but I have no way of knowing it's happened until a customer complains (I never use webmail, which is only for loser clients who can't configure a real email program for POP or IMAP)

I have chkservd to watch all the other services and restart them if they go down, but I can't think of a way to monitor this... cpanel isn't "down", it's just "busy"...
