    ן think "file_get_contents" not good for this code...
    i try "fopen" but "fopen is not good.

    Here's some options for PHP:

    Easy
    In php.ini for the server, set allow_url_fopen = true (note, by setting this to true, some scripts that aren't well coded may become open to remote exploits).

    Proper
    Within the context of PHP, simply re-code to use URL I/O functions rather than File I/O functions to fetch remote data. You may wish to use sockets or CURL.

    In the greater context of what you are attempting, you may wish to use our XML-API instead of kludged calls like that as such calls may unexpectedly cease working in the future, whereas APIs will continue to work in future versions of cPanel/WHM.
