error when restarting server

hello
when i restart server ! ( please see the attachment )
server is not going to restart and need hardware reboot
this error showed when server goes to reboot

this error is also appeared when leave server alone ! after reboot
what could cause these


i used the guide that tell us how to disable and remove jail shell in cpanel docs

To clarify, are you attempting to reboot the service itself, or a particular service? What method are you using to reboot the server when it fails?
