Error while exporting Locale file for a language

I have a problem while exporting locale file from (WHM > Locale XML Download) and even from ssh while running (/scripts/locale_export) command

I attached the result while I export locale file from WHM and also I attached the result while I export the locale file using cmd.

I face this problem with all locale files (English - Arabic ... etc) , and I face this problem with not just 1 server , I try it with all my cpanel servers and I have the same error

so , what is the best solution to export the locale files?

This is indeed an issue that was present in the product in v88 of cPanel & WHM but fixed in v90. The internal case we addressed this in is CPANEL-31538 you can see this in the change logs here: 90 Change Log | cPanel & WHM Documentation
