I just updated to latest CURRENT-156 build and saw that EDGE-152 has exim 4.44 listed in it seen on http://layer1.cpanel.net/ChangeLog.cgi

I updated cpanel and exim was never updated. Exim is still running 4.43. Is there a special script I need to run or am I missing something completely here?

    Go on, have a guess
What OS are you running? I've noticed that it does update on RHE but not CentOS at the moment with:

    /scripts/updatenow
    /scripts/exim4 --latest

I'm running RHEL3 and RH9, and it did neither of them updated, but I will run those scripts and see what happens.

If you don't want users to use a command chmod it 0700 please :) cPanel assumes a working wget.
