If you go into WHM, Exim Configuration Editor you will find this:

    >>>>
    # Exim contains support for the Realtime Blocking List (RBL) that is being
    # maintained as part of the DNS. See http://maps.vix.com/rbl/ for background.
    # Uncommenting the first line below will make Exim reject mail from any
    # host whose IP address is blacklisted in the RBL at maps.vix.com. Some
    # others have followed the RBL lead and have produced other lists: DUL is
    # a list of dial-up addresses, and ORBS is a list of open relay systems. The
    # second line below checks all three lists.

    # rbl_domains = rbl.maps.vix.com
    # rbl_domains = rbl.maps.vix.com
    <<<<

But checking the documentation for Exim for the syntax used for rbl checking is actually this:

    >>>>
dnslists = <list of domain names and other data>

This condition checks for entries in DNS black lists. These are also known as ``RBL lists'', after the original Realtime Blackhole List, but note that the use of the lists at mail-abuse.org now carries a charge. In its simplest form, the dnslists condition tests whether the calling host is on a DNS black list by looking up the inverted IP address in one or more DNS domains. For example, if the calling host's IP address is 192.168.62.43, and the ACL statement is

    deny dnslists = blackholes.mail-abuse.org : \
    dialups.mail-abuse.org

    <<<<

So what is going on then? Is the config file old in WHM/cpanel 7.x?

cPanel was running Exim 3.x up to a couple of months ago and I suspect that they used the conversion script included within Exim 4 to convert the 3. x syntax to 4.x syntax. Also the RBL section of the exim config file is commented out, so it isn't really anything to worry about. Further to this, there has been a lot of discussion on this board in regards to implementing RBLs in exim 4. You may want to search for "Exim Tweaks" as a thread subject.
