Exim and Spam

I just leased a server with cpanel. Overall cpanel looks great. However, I am unclear about the features in Exim. Are any of the following possible?

1. Limit relays to authenticated users from trusted IPs?
2. Set a maximum number of messages per hour from one IP address?
3. Set a maximum number of concurrent SMTP connections from one IP address?
4. Limit the number of failed SMTP attempts from one IP address.

Assuming that the above is possible can anyone refer me to a consultant to implement the features above?
