    Go on, have a guess
Have you tried a forced exim update on the server:

    /scripts/eximup --force

    Exim Not receive or Send

Right, I've downgraded and upgraded deleted the accounts and started fresh. Now I can receive email, but the thing is I cannot send email.

The email logs say that the messages have been sent but nothing is being received so I do not know were these messages are going.

I've checked all permissions and running on basic defaults with no tweaks added

    Any clues anyone?

You need to check the logs both at the sending server and the receiving one to get a clear idea
