Exim Filter: Copy Outgoing Emails & conflict with User/Acc Level Filtering

Here is the situation. One of my clients require outgoing emails to be copied to a certain email address (i.e. silently send the email to another email address, while the original email is also sent to the recipients). So I have done the steps mentioned here:

And it works fine!

Now, I use cPanel and create a "User Level Filter" as mentioned here:
User Level Filtering

I find that the User Level Filter is not working.

Then, I try to create a "Account Level Filter" as mentioned here:
Account Level Filtering

Now the Account Level Filter is working but it gets rid of the "copy outgoing email" function I set up at the start of this post. It is bad as it means any client can disable the "copy outgoing email" filter any time by setting up an Account Level Filter. But Account Level Filter does not offer "copy outgoing email" feature either.

So anyone has similar experience and what are your solutions? Thanks a lot.

You want to use all the filters simultaneously to do the same thing?

No. They all do different things, for different accounts. And users are free to add their own filters using their cPanel account.

You should probably open up a ticket and let cpanel check it out.

It maybe a bug.
