Exim Filter only forwarding incoming mails

I have setup a exim filter in /etc/vfilters/domain1.com

# Exim fitler
unseen deliver [email protected]

Unfortunately, the about filter is only able to forward incoming emails for domain1.com to domain2.com. Whereas, all outgoing email from domain1.com cannot be forward to domain2.com. Is it possible to implement forwarding of all outgoing emails as well?
