exim - filter out every BUT one term

    We have having a terrible time with spam for what should be a simple fix.

    There are about a dozen domains parked on one account.
    We'd like to ONLY get emails that have a particular word (address) in the TO field.
    However the regex filters are failing us for the right kind of control.

    Cpanel does not seem to have the configuration ability but if you read the exim manual it hints at the ability to test for "does NOT contain"

    Of course we can edit the exim control file directly outside of cpanel but we still cannot find the proper combination.
    Thanks for any help on this, the spam is getting insane!
    (server side spam assasign is not an option, even one is too many false positives)
