Exim is ignoring the list of blacklisted IPs

WHM 11.28.76

I have setup a list of IPs that I want exim to refuse connection unconditionally under the "Access Lists" tab of the exim configuration tool in whm. However Exim is ignoring the list of blacklisted IPs. Please help.

Can you please provide an example in exim log showing the IP is not blacklisted?

The following connection should have been denied by exim. It is blacklist as 190.248.0.0/15
