I am not sure about cpanel exim tweak is working or not.. I have set the tweak to limit 240 maximum emails sent per hour but in 11hrs, one my my client using my server as spam server to relay message send more than 5-6k emails in just 11hrs?

How can I prevent that from exceeding?

Its not necessary that if you put a limit on the domains for emails and it will not exceed. You better suspend the account and inform the client.

He also might be using php script to send such huge amount of emails. Please select the box "Prevent the user 'nobody' from sending out mail to remote addresses (php and cgi scripts generally run as nobody if you are not using phpsuexec and suexec respectively.)" from Tweak Settings" from WHM.
