We are having the same "problem".

While it is a nice feature (Max Emails Per Hour - you may alter limits via Tweak Settings in the WHM, set 0 for no limits) - we have noticed that while it rejecting/discarding emails - it takes a lot of resources - P-IV 2.4 got a load of about 20-30% (!) Dual Xeons are affected as well to load of 10-12%.

We have 250 emails per hour limit.

As a temporary solution we just restart Exim... Then bouces stopped, but the load goes down as well...

If anyone there may suggest the way to keep max emails per hour limit and not allow Exim to eat CPUs while discarding messages - please, let us know!

Put a large limit - here this limit is 700 emails per hour.

To much for a regular user.
Very small for a "professional" SPAMMER.

Increasing the limit is not a way to go I suppose.

Because when someone will really try to send more than "limit" - server will got a high load.
I'm trying to find a way to avoid of CPU being burned when discarding messages. Perhaps some way of blocks...

Select Dovecot mail server instead of Courier. Dovecot uses less cpu and memory compared to Courier method.
