When someone send email through Exim, such as a trusted user authenicated or via a PHP script (localhost is trusted), how can I get Exim to check the From: header is actually contain in /etc/localdomains.

I have a spammer sending e-mail out via Exim, I'm having an impossible time tracing it, the user is nobody and the urls are not hosted on the server, probably a PHP script or expolit, however the From: header is not one within /etc/localdomains, if Exim was to verify this then it would solve some of my problems? Any ideas.
