    Email to any ISP

No email to ANY ISP goes through the server. Not even via any of the various Web mail systems in CPANEL... ONLY Domain based email to domain based email accounts can use the smtp for sending emails...

Recieving emails is not a problem. Just sending email. Setting the SMTP in outlook or outlook express to the ISP and port 25 of course works fine.

You may wish to check your mail logs to see if they have any information that may be useful to the situation.

    /var/log/exim_mainlog
    /var/log/exim_rejectlog
/var/log/exim_paniclog (it is perfectly normal for this particular file to be empty).
