Why would :fail: not be working in email filtering?

For example if a filter is set:

    To contains ABC@xyz.com then :fail:

Why would mail stilll be sent to ABC@xyz.com even after that filter was specified?

It should always work, unless you've removed "verify = recipient" from the exim ACL list, or you're /etc/valiases/domain.com is incorrect. What do you have in /etc/valiases/domain.com for the domain?

Hmm if I could check that I would. Sounds like that is a possible solution. Too bad I'm a hosting customer.. I should refer my hosting company (BGFWEB dot com) here to these forums, since they don't seem to have any clue how to run Cpanel. I'm hoping it's a hosting problem/error and not a cpanel problem.
