    please post here your actual code. if this is actual code then you need change some data in to the your url.

    E.x

    (/home/example/public_html/system/startup.php) To

    (/home/Your username of server/public_html/system/startup.php).

    In other way check your internal folder permission setting or file permission setting.

    Could you verify if the referenced file (/home/example/public_html/system/startup.php) exists, and if so, the permission and ownership values of the file?
