Failed opening required config file error

I hope you can assist. I have develop a website in Joomla 3x and uploaded it to cPanel. I am getting the following error in my error log.

[01-Aug-2019 14:10:31 UTC] PHP Fatal error: require(): Failed opening required '../scripts/config.inc.php' (include_path='.:/opt/cpanel/ea-php70/root/usr/share/pear') in /home/qinishom/public_html/index.php on line 16

this file exists on the account? And make sure that the file include paths are correct.

Along with @nixuser's suggestions - are permissions on files and folders correct?

I get Exactly the same message. I don't know what to do. I think that this file doesn't even exists on my server. I have created WordPress site, everything worked just fine on localhost, when I uploaded files to server, website is not working. In error log I get message: Failed opening required '../scripts/config.inc.php' (include_path='.:/opt/cpanel/ea-php72/root/usr/share/pear') in /home/bhlsoftveri/public_html/index.php on line 16

And line 16 in index.php is: require $server_dir.'scripts/config.inc.php';
