I am getting this error for some time: The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later.

I am using PHP Handler: lsapi with PHP-FPM and PHP 7.3

It looks like you're occasionally reaching the max_children setting per the 5 minutes of the log file you sent:
