You went through the download and standard install scripts I presume ...
However, did you go through the Fantastico setup menus in WHM
and setup Fantastico itself which includes a WHM "Install" portion
and then you need to configure it to tell it which packages and
accounts you have and what Fantastico content you'll be offering, etc.
If you haven't done that yet, that's your problem.
If you have done all the setup from shell and WHM both completely
and also remembered to activate it in your feature list on the server
then the only other standard general issue that comes to mind is
that some operating systems (Centos 5 for example) have a glitch
with 'wget' and you generally need to manually retrieve and build
a new version for the server before Fantastico will work.

Make sure you complete the setup in fantastico inside WHM. You can also update cpanel and fantastico just in case to reset it.
