You'd normally update Fantastico via the Fantastico admin account.

Login to the cPanel account that you selected when installing Fantastico and follow the obvious links from there.

Does this work for you, or are you actually looking for a WHM alternative?

The current one seems to be out of date, need to update it via WHM

Which can be done through the cPanel account that was selected as the Fantastico admin account when installing Fantastico.
