Fcntl.so problems... Cannot start any Cpanel services

Has anyone every seen this and know of the fix... I tried updating and also rsyncing the /usr/local/cpanel/perl directory but I cannot fix it:

Starting Cpanel4 services: /usr/local/cpanel/cpaneld: error while loading shared libraries: /usr/local/cpanel/perl/Fcntl/Fcntl.so: ELF file OS ABI invalid
[FAILED]
Starting WebMail services: /usr/local/cpanel/webmaild: error while loading shared libraries: /usr/local/cpanel/perl/Fcntl/Fcntl.so: ELF file OS ABI invalid
[FAILED]
Starting pop3 services: execvp: No such file or directory
[FAILED]
Starting Cpanel4 Chat services: [ OK ]
Starting Melange Chat services: execvp: No such file or directory
[FAILED]
Starting Cpanel4 ssl services: [ OK ]
Starting Web Host Manager services: execvp: No such file or directory
[FAILED]

There was a problem with the one of cPanel update servers around 3:00-3:30am . We were unable to contact the NOC to have the server rebooted, as such we will no longer be hosting update servers at that location. If you are getting this error, please run /scripts/upcp as this will fix it. If you would like us to resolve this problem for you, you can contact [email protected] to have us fix the problem right away. Note: this only affects people who are using the following:

* Release Tree
* Updated between 3:00 and 3:30am
* Updated off the update server at burst.net

This does not affect users running the STABLE tree.
