Fetching details of accounts owned by a reseller via XML API

Hi.

I am willing to write a simple module for our billing system which can fetch details of accounts owned by a given reseller username (most importantly setip date) via XML API. The php class for xml api link in the above sticky post is not working. Where do I get such a class? do I need work with raw XML? Does cpanel support SOAP?
