File manager error

One of my client sent an email said that he could not upload his files using cpanel file manager.

Here's the error message:
&Upload Status mv: cannot stat `/home/username/public_html/index.htm': Permission denied C:\littlewhitelies\index.htm (index.htm): upload failed.&

Any idea how to fix it?

ahhh...it's nice to finally have an easy problem...chmod 777/tmp...worked like a charm.
