    Well I've searched the forums; but no-one else seems to be asking the same question as me; but then again maybe I haven't search using the right terms.

    When using the File Manager in Cpanel, does anyone know how / or whether it's possible to - move files or folders from an upper level directory to the web root of the account. Seems to me that you can move / copy things almost anywhere else but to the web root.

    Or am I missing something that's just so obvious that I can't see it.

    If you can move, copy and create files and directories elsewhere in your home driectory, just not in your public_html or www directory, then there is likely something wrong with file system permissions. You'll need to contact tech support at your web host provider for them to look into it (or do you have root or ssh access?)
