   There is no option for file_uploads there for individual site
   
   how i enable this option for one site only

   The system only displays the file_uploads directive if you use the suPHP PHP handler because it's a PHP system directive. This is documented at:
   
   MultiPHP INI Editor for cPanel - Version 70 Documentation - cPanel Documentation
   
   You'd need to modify the option globally via "WHM >> MultiPHP INI Editor" to make the change.
