Filter Incoming Emails by Country Not Accurate?

I've blocked quite number of countries inside Filter Incoming Emails by Country. This IP address, 46.137.203.205, is blocked and cannot send email to us.
There is message in exim_mainlog
rejected connection in "connect" ACL: Country is banned
.
Upon checking at iplocation.net this IP address is from Singapore but I don't block this country.
I tried to whitelist this IP, in firewall, Trusted SMTP IP address, both don't seem to work.
Any ideas to solve this problem?

Hey there! Which version of cPanel are you using?

In general, it's hard to keep country-code lists like this accurate. IPs change frequently, and even tools like GeoIP are never going to be 100% accurate, so I'd expect to see some false-positives no matter if things are updated or not.
