I run fixquotas and get this errors for every account:

Resetting quota for username to 50 M
edquota: Can't open quotafile //aquota.user: Permission denied
edquota: Can't open quotafile /home/aquota.user: Permission denied
edquota: Can't open quotafile /usr/aquota.user: Permission denied
edquota: Can't open quotafile /var/aquota.user: Permission denied
No filesystems with quota detected.
.....

and if I go on WHM and change quota limit the WHM not update the new value, really I not can change quota limit for every username

Do you have any quotas set for your partition(s)? You can run these commands to see the results for your mount points:

Code:
mount
cat /etc/fstab

What was the result for mount, though? Also, is this a dedicated machine or a VPS node?

Please provide the permissions for /home and / partitions along with an ls output for / partition:

Code:
ls -lah /
ls -ld /home
ls -lah /home/aquota.user

Please try /scripts/initquotas instead. If that reports the same errors, tail the cPanel error log at /usr/local/cpanel/logs/error_log and provide any errors reported while running the initquotas script.

Could you open up a ticket for what is happening using WHM > Support Center > Contact cPanel or using the link in my signature? From what I can see, the mounts are correct and quotas should be working on the machine, so I'm not certain where else to go without access to the machine.
