I don't know if anyone else is having this problem, but after upgrading to IE 7, the main page under forums.cpanel.net doesn't have the "nav bar". It doesn't actually show up until I pull up an old history of a search I performed previously in IE 6, then it starts showing like normal. Not sure if it's me or if others may have this problem and it needs looking into.
