If FrontPage worked before disabling ExecCGI and quit working upon disabling ExecCGI, then you cannot use FrontPage with it disabled. You could simply ask users to begin switching to WebDAV or using one of the free FTP clients, since FrontPage is end of life and hasn't been supported for several years by Microsoft, or you can re-enable ExecCGI and use FrontPage again.
