To disable ftp account you will need to add username on /etc/ftpusers

    Description:
Deny FTP access. The ftpusers file is used to deny FTP access to specific users. The format is a simple text file listing the restricted users one per line.

You can also comment the username line in /etc/vftp/username file and chattr the file.

place a comment in front of the usernames. Save and chattr the file

where, username is the user of the domain.
