FTP does not work

    Well, its been a week, and it still does not work. The master acounts work, but you can not add any users to it.
    I have run every
    script related to FTP in /scripts, from upcp to ftpup to rebuildproftpd,
    etc, etc. I have swapped from Pro to Pure, per a forum suggestion, again
    with no luck.
    The issue is that when you create an FTP account in a cPanel for a
    domain, it should be creating a file in /etc/proftpd/ -- it is not. The
    permissions on that directory are fine, and in addition, it _does_
    create primary FTP accounts for users on the system (ie: new domains).

    How can I fix this?

    Since you've done everythng that is recommended, it's probably time to log a ticket with cPanel through WHM > Support > Support Center > Contact cPanel.net
