FTP doesn't go beyond Retrieving directory listing

I have read many posts on this topic on here and on other sites.

I have PassivePortRange set to 30000-64000
I have tried with ForcePassiveIP set to my IP
I have tried with #ForcePassiveIP commented out
I have tried Filezilla with Transfer Settings set to Default, Active, & Passive
I have tried Use Only Plain and Use Explicit Iver TLS If Available
I have tried FTP & SFTP
I have tried Normal, Ask for Password, and Interactive
I have multiple VPS/Dedicated accounts.
I can logon with shell from another server at Hostmonster (same hosting company).
I cannot logon from Windows terminal from a desktop.
A friend from another country cannot logon through Filezilla but can through shell.
The iptables output looks fine: accept on all three policies.

What could I be missing?

I created the FTP account(s) in cPanel and so did the tech(s) from EIG (Endurance hosting). I can login to the root account, not problem, using SFTP. None of the new accounts can be logged into through Filezilla. The support techs are having the same issue.

Are you running CSF?

If so, for testing purposes, disable it and flush iptables, see if you can connect:

Any other thoughts? Tried this again. I actually just installed CSF to help be better manage some of the security. It was not installed when the issue first showed up. This is a new dedicated account for a new client.

Sorry, I misunderstood. Yes, I can log in as the primary cPanel user.
So it's just the Addon FTP user account you can't login with. You probably know this but SFTP doesn't work with addon accounts. There's an old Feature Request here to add it:
SFTP access for virtual FTP users

Now that you've got CSF installed find the option in it to Watch System Logs and open that page, try logging in using your Addon FTP account and watch the log for clues to whats going on.

Nothing - it just sits there once the addon user has connected:
