ftp is refusing

    i am trying to log into FTP using ftp client(s), all giving the same problem-

    the remote host actively refused, since i am not using any firewall at the moment, i can't see why that happes, any suggestions ?

    Ftp

    Login to WHM -- go to ftp configuration and switch the ftp configuration to what it is currently.

    Hopefully ftp should work after that

    i think port 21 is blocked, and i don't run a firewall, any suggestions to check/repair it?

    Ftp

    Do a nmap localhost. This will give you list of open ports on your server.

    i am using winSCP for ftp root access i installed the nmap and port 21 is open,

    i tried to log in with 3 known ftp softwares as a user with no success,
    i am inserting ftp.domain.com user name and password, but it reject it even before the stage of authentication, for example-
    Finding Host ftp.domain.com ...
    Connecting to "the ip":21
    Connect failure

    in other software-
    STATUS:> [12/4/2007 7:37:27 PM] Getting listing ""...
    STATUS:> [12/4/2007 7:37:27 PM] Connecting to FTP server... ip:21 (ip = ip)...
    ERROR:> [12/4/2007 7:37:27 PM] The remote host actively refused the attempt to connect to it.

    what else can i do ?

    Ok, now i am a little confused, it didn't success to login with 3 brand softwares, but with winSCP open source it did connect to the user ftp account, i entered ip,user,pass on port 22 and with
    SFTP(Allow SCP Fallback),

    i tried the same SFTP with port 22 on the other softwares with no success, any way i don't want my users to start config ftp softwares..

    where can i see that options and how can i change them ?
