do you have a firewall installed on your server? such as apf?

if so make sure you are allowing the needed ports in the conf
    then restart your firewall..

are other people having the same issue or just you?
if its just you..id also try another type of ftp client..

    Go on, have a guess
If you're using APF you should not need to open the ports as it's an SPI firewall. It's could well be a restriction if you're behind a NAT firewall. If you're on a VPS and/or using a non-SPI firewall you will indeed have to open the range of ephemeral ports for passive FTP (partly defeating the point of having a firewall in the first place of course).
