FTP option is missing in cPanel. How to enable it?

cPanel Access Level
Root Administrator
I don't find the ftp options in cpanel..
also checked the 0-byte file /var/cpanel/dynamicui/ I don't find the ftp file. its missing

in order to create that file,
touch/var/cpanel/dynamicui/ftp

but I don't know how to do?
please help me where and how to create that file?
