I can't reproduce this using proftp or pureftp; both using cpanel stable. What OS, cPanel version, FTP server are you using?

Red Hat 7.3, WHM 7.4.2 cPanel 7.4.2-R116 pure-ftpd. I have used this config before and this has never happened before, So I can not reproduce it either.

I use nothing but stable also, however I just switched to proftpd from pure-ftp and I believe that it fixed the problem, but not sure why it happened, and I guess that also means that I can not use pure-ftp  Oh well

Squirrel, thanks for the reply, but no, this applies to every user on the server, not just for one individual, and they are not in the wheel group.

Nevermind, I still have users that can access root through ftp clients.
