I can access root files with any login in FTP. Some files can be changed, and some cannot. I posted about this a week ago, but it ended up getting to the point where no one replied. I am running the latest STABLE release of cPanel and I am using Pure-ftp.

    ChrootEveryone is set to YES
Trusted GID 100 is commented out with a # at the very beginning of the line.

Does anyone know why this is happening?

This is an unofficial support forum, by users for users... cpanel support sometimes comes in to clarify something, but this is not what they do all day. Obviously no one else has had this problem, or if they are they aren't answering questions on it. I apparnetly have the same setup as you do, and all my users are chrooted properly into their own directories.

Open a support ticket with cpanel or your data center to have a tech look at your issue.

I can't open a support ticket with cPanel, as I am getting my cPanel license through a third party. I contacted them, and they said to come here...

And yes, I know it is by users, for users. But I need help. Badly...x.x
