Whenever I try to connect to my FTP server, I get the error that the connection was actively refused. I have the firewall turned off completely so that I could better troubleshoot this.
I even had the server ftp to itself, but there was no luck, the connection was still refused. I have tried both proftpd and pure-ftpd server and had no luck no luck. I have also Re-synced the FTP passwords. Also rebooted the server. The server is able to connect to sftp, ssh, http just fine.
This problem has me stumped and I'm not sure what to do. Any ideas? Thanks.

Make sure FTP port 21 or 28 is open

Make sure FTP port 21 is open. If yes, make sure you are not blocked by your firewall. What is the exact error message?
