ftp with tls/ssl not working for me

    WHM 11.11.0 cPanel 11.15.0-R17659
    pure-ftpd

    Using regular ftp with filezilla works fine.
    I change the Servertype to FTPES -FTP over explicit TLS/SSL it doesn't finish connecting.

    Status: Connection established, waiting for welcome message...

    Disabling the firewall didn't help. It does seem to connect since the on the retry I end up being number 7 of 50 allowed.
    I don't know why its not working.

    I switched to proftpd and it is also not connecting with TLS, but connects fine under normal ftp.
    In the secure log I get this for proftpd

    Oct 12 12:30:07 server1 proftpd: PAM unable to dlopen(/lib/security/pam_pwdb.so)
    Oct 12 12:30:07 server1 proftpd: PAM [error: /lib/security/pam_pwdb.so: cannot open shared object file: No such file or directory]
    Oct 12 12:30:07 server1 proftpd: PAM adding faulty module: /lib/security/pam_pwdb.so

    Tried downloading the raw log file thru whm, it says The requested log file for the domain is empty. Does pure-ftpd have a log file it logs to?

    Does ftp in cPanel support tls/ssl? I had thought I had had it working on another cPanel server several weeks ago.
