Are function hooks suppose to work with the cPanel interface?

I create just a simple perl script at /usr/local/cpanel/hooks/Ftp/passwd which I thought would execute any time a user changes an FTP password in their cPanel, but it doesn't appear to be executing. Is it suppose to? The documentation just says that function hooks execute after API calls. I assumed that the cPanel backend interface makes API calls, but that may be where my flaw is at.

Should this hook be executing after FTP user password change?
