but this ip have licence. It is not expired. What is the problem?

When you see that error in cPanel you need to check the cPanel error log in /usr/local/cpanel/logs/error_log and fix anything in there. After that, you should go through the sticky license threads:

Also, do make sure that you have working DNS resolvers in /etc/resolv.conf and have stopped iptables incase you're blocking required ports.
