since fanastico is now included with cpanel do you think at some point in the near future it would be possible to remove these icons

    Scripts Library
    Interchange Shopping Cart
    Agora Shopping Cart
    Chatroom
    PhpMyChat
    and
    Bulletin Board

    from the default cpanel screen...

Since when? Are you sure it's not just your NOC that is adding it for free?

your web host rents his server at a huge building full of servers, cables and camera's.
The building is called a datacenter, and most datacenters also take care of the network in their building. Some people call a datacenter with his own network a NOC. So your webhost rents serverspace or a server, with datatransfer, and other optional services as cpanel from the NOC. Because the NOC takes care of a LOT of servers, it can easily make deals with small party's like the programmer of fantastico. So the NOC pays a little fee per cpanel license, and gives it free to your webhost.

Sorry for my bad english, haven't slept a lot tonight :P

They're rarely here. The boards are mostly run by server administrators who use cPanel as a product on their servers. If you need to contact cPanel directly, the support request route is probably best.

    Back to your original question..

Why not use the feature manager and turn off those items, and in most themes it will not display the icons then.

Well, you only have access to the feature manager if you are the root user ( dedicated server ) or a reseller... So it would be up to your hosting company to turn those features on/off.
