I've just installed cPanel/WHM on a virgin server, and set up one cPanel account. (So I have the root WHM account and the cPanel account.) The domain hasn't resolved yet, but when I go to the server's IP address and the account's subfolder (with the tilde ~), I see the HTML for that account.

Interestingly, when I put the server's IP in the browser without the account's subfolder, I see HTML directories (cgi-bin, etc.). Where are those files? Whose are they? The root user's? How can I change it so that any unresolved hits to the server are redirected?

Normally, you will see any HTML files from the skeleton directory in that account by default. This typically includes instructions for setting up FrontPage to work with the account.

The directories you see are for FrontPage (if you enabled FrontPage support). cgi-bin is where CGI scripts are to be stored. All of those files belong to the user you created.

By default, for any directory that does not have an index.html page, the directory listing is displayed. Individual cPanel users can change this by going to the "Advanced" section of the cPanel interface and clicking "Index Manager."
