Graceful Restarts

    I'm just wondering why in some cases cPanel does not use graceful restart and what exactly triggers it not to?

    So user adds a SSL certificate via cPanel it issues the following:

    Code:
    -v
    -DSSL -t -f /usr/local/apache/conf/httpd.conf.installssl.1267205054.460950583.297912-domain.com
    -k stop -DSSL
    -k start -DSSL
    
    Why does it issue a stop and a start?

    Then restoring accounts when it adds the add-on domains and sub domains and such it does this:

    Code:
    -v
    -l
    -V
    -DSSL -t -f /usr/local/apache/conf/httpd.conf.1267136458
    -k stop -DSSL
    -k start -DSSL
    
    Why is no graceful restart used here? I assume looking at the commands it runs before hand it's checking things and based on that it determines whether it can be graceful or not?

    Maybe it's some module we run that is causing this I do not know. Unfortunately some of the stuff are not viewable perl scripts so I cannot just go through the logic and find the answer myself. I'd just like to know so I can have it use graceful restarts rather than causing tiny outages.
