    hi, I am wanting to place the meta tag for google sitemap in my wordpress header.php but do not have the proper permissions, I have been in my cPanel
    for the site and have changed permissions for pretty much anything i could find relating to header amongst changing permissions to many other files but still
    do not have the option to edit the header.php

    Try to assign the appropriate permission to the header.php file. The file is located at the below mentioned location:

    /wp-content/themes/yourtheme folder/header.php
